Valerii Zaluzhnyi graduated from city school No. 9 in 1989 and went to the Novograd-Volyn Machine-Building Technical School, where he received honors in 1993.
Later, he enrolled in the Odessa Institute of Land Forces’ general military faculty. He graduated from the institute with honors in 1997. He served in the military at all levels: platoon commander, training platoon commander, combat platoon commander, training company commander, cadet company commander, and battalion commander.

In 2005, he enrolled in Ukraine’s National Defense Academy. He was named Chief of Staff and First Deputy Commander of the 24th Separate Mechanized Brigade in Yavoriv, Lviv Oblast, in 2007 after graduating with a gold medal. He held this role for two and a half years with great success.
