On September 18, 1997, in Oslo, Norway, he was born to his mother, Galina Hovland, and father, Harald Hovland. Viktor was 11 years old when he took golf equipment back to Norway and taught him the game where he practiced golf at an indoor driving range.
He loves football and taekwondo, besides playing golf. His English was very weak during the early days of his life as English was not the primary language of his family. He learned English while watching several English movies and dramas on television.

In June 2019, he played in his first professional match at the Travelers Championship and U.S. Open. He became the first Norwegian to win on the PGA Tour when he won the Puerto Rico Open in February 2020.

He later won the Mayakoba Golf Classic for his second PGA victory. In June 2021, he won the BMW International Open, becoming the first Norwegian to do it on the European Tour. He competed in the November 2021 World Wide Technology Championship at Mayakoba in Playa del Carmen, Mexico, and won with a score of 23 under par.
With a set of 18 under par, he won the Hero WorldChallenge in 2021. His performance in the Slync.io Dubai Desert Classic on the European Tour helped him win the Abu Dhabi HSBC Championship in January. He is currently ranked third in the world according to the official golf rankings.
