According to the union, city police officers are not trained in water rescues and do not have the necessary tools to assist persons who are drowning.

“Attempting such a high-risk rescue could easily result in the death of the person in the water and the officer, who could be pulled down by a struggling adult,” the group stated, “Officers are trained to call the Fire Department or get the Tempe Police boat. That is what officers did here.”

Based on the Tempe report and the bodycam video, officers notified them that they were putting their identities through a database for possible warrants issued, which is standard procedure, when Bickings hopped a 4-foot metal barrier, entered the lake, and began swimming.
